Heard the learned counsel for petitioner and Sri Chintapalli Srinivas, learned Standing Counsel for 3rd respondent.
2. The grievance of petitioner is that 3rd respondent is not issuing applications in Form-5 to enable petitioner to apply for Commission Agent Licence.

The 3rd respondent cannot refuse to give application forms to enable persons to apply for grant of such licence without assigning any reason.
4. Therefore, the Writ Petition is disposed of directing respondent Nos. 2 and 3 to issue Form-5 application to petitioner forthwith so as to enable him to submit it to respondent Nos.2 and 3 for obtaining Commission Agent Licence in Form-8. Such application shall be considered in accordance with law by respondent Nos.2 and 3 within four weeks from the date of receipt thereof. No order as to costs.
5. As a sequel, the miscellaneous petitions pending, if any, shall stand closed.
