HON'BLE SRI JUSTICE VILAS V.AFZULPURKAR W.P.No.21885 of 2015 ORDER:

The petitioner seeks grant of pattadar pass books and title deeds with respect to the lands admeasuring Ac.1-14 cents in Sy.No.57/3 and Ac.5-24 cents in Sy.No.57/4 situated at Goturu Village, Valluru Mandal, Y.S.R.Kadapa District, and accordingly made an application, dated 1207-2014 before the 3rd respondent. The petitioner filed the present writ petition on the ground that the computer print out taken by him at E-Seva shows that the said application was rejected on 03-03-2015. Except mentioning the word 'rejected', it is not discernible as to how and why the said application was rejected.

When the writ petition came up for hearing on 15-07-2015, I directed the learned Government Pleader to get instructions as to whether any reasoned order is passed by the 3rd respondent. Learned Government Pleader has placed before this Court the proceedings of the 4th respondent in Ref.No.A/92/2014, dated 11-09-2014, wherein a detailed order was passed by the 4th respondent rejecting the petitioner's request. Obviously, the said order is not communicated to the petitioner and it is not understandable as to how an erroneous entry is made in the computer records showing that the application was rejected on 03-032015. In any case, the petitioner has been served with the copy of the said order by the learned Government Pleader.

Since the said order is appealable, the writ petition is disposed of giving liberty to the petitioner to seek appropriate appellate remedy against the said order and if any such appeal is filed, the appellate authority shall consider the same and pass appropriate orders in accordance with law. No order as to costs.

Miscellaneous petitions, if any, pending in this writ petition shall stand closed.
