Learned counsel for the petitioner as well as the learned Government Pleader appearing for respondents submit that the issue raised in this writ petition is squarely covered by the order of this Court in W.P.No.40717 of 2017 and batch dated 08.03.2019. Therefore, for the reasons alike, this writ petition is allowed and the respondents are directed to reconsider the case of the petitioner in terms of the guidelines framed by the Supreme Court in Avtar Singh v. Union of India and others1 and pass appropriate orders. There shall be no order as to costs.
