Learned counsel for petitioner seeks permission to withdraw the writ petition with liberty to file an appeal before the Commissioner, Higher Education, Andhra Pradesh against the alleged illegal action of the third respondent college in retaining the original certificates of the petitioner. Permission accorded. Accordingly, the writ petition is dismissed as withdrawn with liberty as prayed for. No costs. Having regard to the same, miscellaneous petitions, if any pending, are closed.
