The grievance of the petitioner is that the Joint Collector, Kothagudem, Bhadradri Kothagudem District, is not passing orders on the revision filed by him on 02.11.2018. This revision was filed by the petitioner aggrieved by the grant of pattadar passbooks and title deeds in favour of the 5th respondent by the Tahsildar, Pinapaka Mandal, Bhadradri Kothagudem District, in relation to certain lands in Sy.Nos.864/A and 868/AA of Uppaka Revenue Village, Pinapaka Mandal, Bhadradri Kothagudem District. The material placed on record by the petitioner bears out that his revision was received by the Inward Section of the Collector's office, Bhadradri Kothagudem District, on 02.11.2018. As this Court does not propose to go into the merits of the matter and no adverse order is being passed against the 5th respondent, there is no necessity to put the 5th respondent on notice at this stage or give him an opportunity of hearing. Having received the petitioner's revision, it is not open to the revisional authority to fail to take appropriate steps in relation thereto.
The Writ Petition is accordingly disposed of directing the Joint Collector, Kothagudem, Bhadradri Kothagudem District, to consider the petitioner's revision if it is found to be in order and pass appropriate orders thereon on its own merits and in accordance with law after giving due opportunity of hearing to both parties. This exercise shall be completed expeditiously and in any
event, not later than four weeks from the date of receipt of a copy of this order.
Miscellaneous petitions pending in this Writ Petition shall stand closed in the light of this final order. No order as to costs. ------------------------------ SANJAY KUMAR, J.
