O R D E R

The case of the petitioner is that he was appointed as Lecturer in QQ Government Polytechnic College in the year 1987 and by proceedings dated 29.08.2016, he was promoted as Senior Lecturer and posted at Government Polytechnic at GMRP at Gajwal. Since the petitioner is having short service and not inclined to join at Gajwal, he declined the promotion. The petitioner's case was again considered for promotion in the panel published under memo dated 19.08.2017, wherein he was shown at 3rd position in ECE branch. By proceedings dated 4.9.2017, he was posted at Mahaboobnagar. The grievance of the petitioner is that the 3rd respondent, who was appointed during the year 1992, was given posting at QQ Government Polytechnic College, Hyderabad and whereas, he was posted at Mahaboobnagar. Aggrieved by the same, the present writ petition has been filed. Heard the learned counsel for the petitioner and the learned Assistant Government Pleader for Services.

As per the submissions of the learned counsel for the petitioner, the petitioner has not joined in the present place of posting. Further without making any representation to the competent authority, approached this court. At this stage, the learned counsel for the petitioner would submit that the petitioner may be given liberty to file representation to the competent authority.

The petitioner shall initially join at the place of posting and thereafter is at liberty to file representation to the 1st respondent - State of Telangana, represented by its Principal Secretary, Higher Education. As and when such a representation is made, the 1st respondent shall consider the said representation and pass appropriate orders in accordance with law, within a period of two weeks thereafter.
