After making elaborate submissions, Sri Satyanarayana Rao, learned counsel for the petitioners, seeks leave of the Court to withdraw the Writ Petition with liberty to the petitioners to file appeal and to raise all contentions as available in law. Leave is granted.

The Writ Petition is accordingly dismissed as withdrawn with the liberty as sought for by the petitioners. There shall be no order as to costs.

Miscellaneous Petitions, if any, pending in the Writ Petition shall stand closed.
