Respondents Petition under Article 226 of the Constitution of India praying that in the circumstances stated in the affidavit filed herein, the High Court may be pleased to issue a Writ, order or direction, more particularly one in the nature of a Writ of Mandamus declaring the action of third and fourth respondents in not issuing No Objection Certificates to petitioners to start D.El.Ed colleges as required by second respondent for submission of applications to second respondent for grant of formal recognition for the academic year 2016-2017 as arbitrary, illegal and consequently direct the third and fourth respondents to issue No Objection Certificates to petitioners to start D.El.
