The present writ petition has been filed for issue of Writ of Certiorari to call for the records pertaining to Memo Rc.No.B/154/2019, dated 30.12.2019 issued by respondent No.4 and also Letter Rc.No.B/154/2019, dated 02.01.2020 issued by respondent No.4 and to set aside holding the same as illegal, arbitrary, without authority of law and unconstitutional.

Heard learned counsel for the petitioner and the learned Government Pleader for Social Welfare.

A cursory look of the impugned orders passed by the fourth respondent indicates that the same have been passed without affording any opportunity to the petitioner herein.

Having regard to the said fact that the impugned orders have been passed without affording any opportunity to the petitioner, the same are to be held as having been passed in violation of principles of natural justice.

Accordingly, the impugned order in Rc.No.B/154/2019, dated 30.12.2019 and the consequential Letter in Rc.No.B/154/2019, dated 02.01.2020 issued by respondent No.4 are hereby set aside and the matter is remitted back to the fourth respondent to pass orders afresh, in accordance with law, after affording opportunity of hearing to the petitioner herein.

With the direction as above, the writ petition is allowed. Pending miscellaneous petitions, if any, shall stand closed in the light of this final order. No order as to costs.
