Heard both sides.

2) It is undisputedly the certificate issued under the Legal Services Authorities Act by the competent authority. Unless the certificate issued is impugned before any other proper forum, this can be acted upon. Thereby, the question of framing the issue as to whether the plaintiff is entitled for exemption of Court fee does not arise. Thereby the impugned order of the Court below in framing such an issue by order dated 11.12.2015 in I.A. No.845 of 2015 is set-aside. It is however made clear that the consequence of exemption certificate obtained by the plaintiff as a bearing, if any, on the suit claim of plaintiff and his status are left open for deciding in the very issue of plaintiff's entitlement, if any of the suit claim.

3) Accordingly and in the result, the revision is allowed in part. No order as to costs.

4) Consequently, pending miscellaneous petitions, if any, shall stand dismissed.
