The petitioner has no locus standi to file the present Writ Petition and if he wants to canvass the interest of public challenging the assignment in favour of unofficial respondents, he has to file a Public Interest Litigation.

With the above observation, this Writ Petition is dismissed. However, liberty is given to the petitioner to take appropriate steps.

As a sequel, miscellaneous applications pending, if any, shall stand closed.
