This Writ Petition, under Article 226 of the Constitution of India, is filed seeking the following relief: "declaring the inaction of the respondents in considering the applications dated 13.3.2019 for issuance of pattaar pass books and title deed for the land in survey No.51 extent Ac.11-10 gts in survey No.52 extent Ac. 6-36 gts and in survey No.53 extent Ac.13-29 gts of petitioner No.1 and lands in survey No. 54 extent Ac. 9-07 gts in survey No.55 extent Ac. 539 gts and in survey No. 57 extent Ac. 6.39 gts of petitioner No.2 situated at Nagepally village of Kannepally Mandal Mancherail District, situated at Nagepally village of Kannepally Mandal Mancherail District, as arbitrary and illegal and contrary to the provisions of Telangana Rights in Lands."

Heard the learned counsel for the petitioners and the learned Assistant Government Pleader for Revenue appearing for the respondents.

The case of the petitioners is that they are having different extents of lands in different survey numbers as mentioned in the affidavit filed in support of the writ petition. The petitioners obtained pass books and their names were also incorporated in the revenue records. While so, as per the oral instructions of the then Tahsildar, the petitioners filed applications on 13.03.2019, as per the procedure, for mutation and issuance of pass books. But, on one pretext or the other, the 3rd respondent is postponing issuance of pass books. The applications of petitioners through Mee-seva are not entered on the ground that the records are not updated because of Kannepally Mandal is created recently and earlier all

the records pertaining to Nagepally Village, comes under Vemanapally Mandal, has not been transferred to Kannepally Mandal. But, till date no orders are passed on the said applications.

Having regard to the same, and considering the facts and circumstances of the case, without expressing any opinion on the merits of the case, the Writ Petition is disposed of directing the 3rd respondent, Tahsildar, Kannepally Mandal, Mancherial District, to consider the application of the petitioners, dated 13.03.2019, and take action, within a period of four (4) weeks from the date of receipt of a copy of this order, in accordance with law.
