Heard learned counsel for petitioner and learned Assistant / Government Pleader for Services II.

By order dated 21.O7.2O2O, the District Collector, Panchayat Raj Wing, Medak District imposed punishment of stoppage of two annual grade increments without cumulative effect. This writ petition is filed challenging the said order.

Against the said order, remedy of appeal is provided by Rule 33 of the Telangana State Civil Services (Classification, Control and Appeals) Rules, 1991. Without availing remedy of appeal, this writ petition is fi1ed.

Learned counsel for petitioner sought to contend that the order is vitiated on several grounds and therefore, the petitioner need not be compelled to avail the remedy of appeal.

As fairly submitted by learned counsel for petitioner that pleas as urged in the writ petition are not raised before disciplinary authority. 6.
Having regard to the same and since petitioner has remedy of appeal, leaving it open to the petitioner to raise a1l pleas as urged in this writ petition, this writ petition is disposed of. It is needless to observe that, if appeal is preferred within three weeks from today, the appellate authority shall consider all the grounds urged in the appeal and decide the same by assigning reasons in support of decision within a period of two months from the date of filing of the appeal. Miscellaneous petitions, if any pending, are closed.
