In the light of the order proposed to be passed by this Court without going into the merits of the matter, it would not be necessary to put respondents 4 to 7 on notice or afford them an opportunity of hearing.

The grievance of the petitioners falls in a short compass. Their complaint is that the Revenue Divisional Officer, Jangaon Revenue Division, Jangaon District, is not disposing of the appeal filed by them in Rc.No.I/4236/2015 under Section 5-B of the Telangana Rights in Land and Pattadar Pass Books Act, 1971.

Being a statutory authority, it is not open to the Revenue Divisional Officer, Jangaon Revenue Division, Jangaon District, to keep the appeal filed before him pending indefinitely. Exercise of quasi-judicial functions by such statutory authorities has to be expeditious so as to protect the valuable property rights of the parties. In the case on hand, the appeal filed by the petitioners dates back to the year 2015. In that view of the matter, it is not open to the appellate authority to remain somnolent at this late stage.

The writ petition is accordingly disposed of directing the Revenue Divisional Officer, Jangaon Revenue Division, Jangaon District, to take up the petitioners' appeal in Rc.No.I/4236/2015 expeditiously and dispose of the same on merits after giving due opportunity of hearing to all parties concerned. In any event, this exercise shall be completed within two months from the date of receipt of a copy of this order. Pending miscellaneous petitions, if any, shall stand closed in the light of this final order. No order as to costs. ____________________ JUSTI CE SANJAY KUMAR Date:18.02.2019 Note:
