Bhosale) Learned counsel for the appellants submits that with the passage of time, writ appeal has rendered infructuous. However, he prays for keeping the challenge as raised in the present writ petition open to be raised in appropriate proceedings. Writ appeal is disposed of as infructuous. It is open to the appellants to raise the challenge as raised in these proceedings, if the circumstances so demand.
