HONOURABLE SRI JUSTICE RAJA ELANGO WRIT PETITION No.8253 OF 2015 ORDER:

This Writ Petition, under Article 226 of the Constitution of India, is filed by the petitioner to declare the action of the respondents 3 & 4 in not considering the representations, dated 12.02.2013 and 19.12.2014 submitted by the petitioner for medical reimbursement. Heard and peruse the material available on record. The petitioner was appointed as a Cameraman in Education Multi Media Research Centre) EMMRC by the 3rd respondent vide proceedings No.4948/ 100/ 1988/ Admn.II-I, dated 13.10.1988. His services are also confirmed and the 3rd respondent issued proceedings, dated 21.06.1997 duly sanctioning UGC/ Central Government scale. While so, due to kidney problem, the petitioner underwent treatment in the Central Government approved hospitals and spent huge amount for the treatment. Subsequently, he made several representations to the 4th respondent seeking reimbursement of the medical bills, as per the Central Government Health Scheme. But, no action has been taken by the respondents till date.

The 3rd respondent filed counter affidavit, stating that the petitioner is entitled for the benefits as per the Rules pertaining to the Osmania University and his request will the considered properly. But, as per the record, no specific orders, are passed by the 3rd respondent on the representations made by the petitioner. Hence, this Court is inclined to pass the following order:

The 3rd respondent - Osmania University, Hyderabad, represented by its Registrar, is directed to consider the representation, dated 19.12.2014, submitted by the petitioner and pass appropriate orders, within a period of three (3) months from the date of receipt of a copy of this order.

With the above directions, the Writ Petition is disposed of. Miscellaneous Petitions, pending if any, shall stand closed. ______________ RAJA ELANGO, J August 22, 2016.
