Heard.

The petitioner seeks consideration of his application for mutation made as early as on 28-11-2006 in respect of the land admeasuring Ac.17-00 gts., in Sy.No.288/1F situated at Mucherla Village, Kandukur Mandal, Ranga Reddy District. It is stated that the date of hearing was also fixed sometime in the year 2006 but thereafter, no further proceedings are initiated. Meanwhile, the land appears to have been acquired for formation of Green Pharma City and stated to have been allotted to Telangana State Industrial Infrastructure Corporation-4th respondent. The petitioner seeks mutation of his name in the revenue record and also makes a claim exclusively for compensation. It is further stated that non-granting of mutation in his favour, the legal heirs of the petitioner's vendor are making a claim for compensation.

Therefore, he has filed objections before the 3rd respondent on 0308-2015 and 04-09-2015 asserting that he is the owner and possessor of the land in question. The petitioner further states that the process of paying compensation by negotiation method is not proper and the compensation is likely to be paid to the legal heirs of his vendor, who are impleaded as respondents 5 to 7. Hence, he filed the present writ petition.

In my view, the petitioner's application for mutation, which is of 2006, apparently, cannot be taken note of, in view of long lapse of time. However, the petitioner is at liberty to make fresh application for grant of mutation and consequently for compensation by approaching the competent authority. The objections of the petitioner to the extent of compensation are already before the 3rd respondent, he shall consider the same before taking appropriate decision with regard to payment of compensation. If the petitioner makes fresh application for grant of mutation before the 3rd respondent, he shall consider the same in accordance with law and pass appropriate orders expeditiously.
