The value of the appeal out of which this reference has been made, is less than the monetary ceiling limit fixed by the Circulars. Therefore, we decline to answer the reference. Accordingly, the referred case is dismissed. However, if the Department finds that the case falls under anyone of the exceptions, liberty is given to them to move this Court. The miscellaneous petitions, if any, pending in this referred case shall stand closed. No costs.
