HON'BLE SRI JUSTICE S.V. BHATT Writ Petition No.18820 2017 ORDER:

Without even proper demand and refusal, the present writ petition has been filed.

This court is of the view that even for making grievance under Article 226 of the Constitution or for praying for writ of mandamus, the petitioner ought to follow minimum requirements. Admittedly, no application is pending with the respondents. By giving liberty to apply and if there is reasonable delay, then the petitioner can approach this court under Article 226 of the Constitution of India and at that time, the desirability of exercising discretion can be considered. The writ petition is dismissed with the above observation. No order as to costs.
