Learned counsel representing all the parties submit that the reasoning followed by this Court in W.P.No.8721 of 2008 apply to the orders impugned in these writ petitions as well, for the circumstances do not vary. The statement is placed on record. Writ petitions are ordered by following the reasoning of this Court in W.P.No.8721 of 2008. The matters are remitted to 3rd respondent for consideration afresh. The exercise directed to be carried out shall be completed within two months from the date of receipt of a copy of this order. There shall be no order as to costs. Consequently, pending miscellaneous petitions, if any, stand closed.
