THE HON'BLE SRI JUSTICE SANJAY KUMAR WRIT PETITION No.7281 of 2016 ORDER:

The prayer of the petitioner in this case is as under: "It is prayed that this Hon'ble Court may be pleased to issue an appropriate writ, order or directions more particularly one in the nature of writ of Mandamus, declaring the action of the respondents particularly respondent No.3 in not considering the petitioner's representations dated 14.12.2015 and 24.08.2015 for approval of Mee Seva services to the petitioner's AP Online center, functioning since the year 2007 onwards at Gudlur Village and Mandal, Prakasam Dist., AP, as highly arbitrary, bad, illegal and violation of the articles 14 & 21 of the Constitution of India and consequently direct the respondents particularly Respondent No.3, to approve the Mee Seva services to the petitioner's AP Online Center, functioning at Gudlur Village and Mandal, Prakasham District, AP henceforth and pass such other order or orders in the circumstances of the case."

As the petitioner's representations are pending consideration, it is for the authority concerned, namely the Joint Collector and Additional Director, e-Seva, Ongole, Prakasam District, the 3rd respondent, to consider the same in accordance with law and take appropriate action thereon. At this stage, no interference is warranted by this Court.

The writ petition is accordingly disposed of directing the 3rd respondent to consider the petitioner's representations dated 14.12.2015 and 24.08.2015 and take appropriate action thereon in accordance with law. In the event the petitioner's request for approval of Mee Seva services is rejected, the reasons therefor shall be recorded and duly communicated to the petitioner. This entire exercise shall be completed expeditiously and in any event, not later than four (4) weeks from the date of receipt of a copy of this order. Pending miscellaneous petitions, if any, shall stand closed in the light of this final order. No order as to costs.
