Heard learned counsel for the parties.

The respondent-NCTE in its 244th meeting of Southern Regional Committee passed an order dated 9-11th May, 2013 rejecting the petitioners' application for recognition of D.El. Ed course on the ground that certified copies of land documents from Government authority were not submitted by them along with the application. The petitioners question the said order in the present writ petition after two years on the ground that certified copies are, in fact, available with the respondent in the file and as such the matter

required reconsideration.

In view of the lapse of two years' time, the request of the petitioners cannot be acceded, moreover the respondent has already issued a notification calling for fresh applications. As such if the petitioners are interested in seeking recognition of D.El.Ed. course, they are at liberty to apply afresh in response to the said notification of the respondent. However, reconsideration of the petitioners' request for recognition which was already rejected by the respondent cannot be reconsidered now after lapse of long length of time, particularly as new regulations of NCTE are in force now. Accordingly, the writ petition is dismissed, subject to the above liberty. Miscellaneous applications, if any, shall stand closed. No order as to costs.
