HONOURABLE SRI JUSTICE SANJAY KUMAR WRIT PETITION No.3000 of 2019 ORDER:
The grievance of the petitioners is that the Joint Collector, Mahabubabad, is not considering and disposing of the Revision filed by them under Section 9 of the Telangana Rights in Land and Pattadar Pass Books Act, 1971. The said Revision was filed on 14.9.2018 and taken on file as Revision Petition No.1506 of 2018. In the light of the order proposed to be passed by this Court without going into the merits of the matter, it would not be necessary to put respondent Nos.6 and 7 on notice or afford them an opportunity of hearing.
A statutory authority who is vested with the quasi-judicial power of entertaining a Revision against an order of his subordinate official cannot keep such a case pending indefinitely as it would involve the valuable property rights of the parties thereto. Expeditious disposal of statutory remedies is essential for effectively availing the hierarchy of remedies provided to a litigant. In that view of the matter, the Writ Petition is disposed of directing the Joint Collector, Mahabubabad, to consider Revision Petition No.1506 of 2018 on its own merits and dispose of the same expeditiously after hearing all the parties, and in any event, not later than four months from the date of receipt of a copy of this order.
