Both the learned counsel submit that the issue raised in this writ petition is squarely covered by the order of this Court in W.P.No.21453 of 2010 dated 04.10.2018.

Therefore, for the reasons alike, this writ petition is allowed modifying the punishment of deferment of one annual increment with c umulative effect to that of deferment of one annual increment without cumulative effect, without any monetary benefits, but with notional fixation of pay.
