O R D E R

Petitioner claims to be a disabled person. The Collector, Adilabad District, issued recruitment notification dated 06.03.2015 to fill up back log vacancies for disabled persons. Petitioner competed to the post of Technical Assistant (Tracer). According to the petitioner, he is not considered suitable on the ground that he possessed qualification from other State. According to the learned counsel for the petitioner, petitioner secured Diploma in Architecture from the State of Karnataka and merely because the said diploma was from other State, cannot be a ground to reject the candidature of the petitioner, if he is found otherwise eligible. A reading of the notification discloses that for the post of Technical Assistant (Tracer), the qualification prescribed is I.T.I. (Draftsman Civil), recognized by Andhra Pradesh State Technical Board.

From this qualification prescribed, vis-à-vis the qualification possessed by the petitioner, it is seen that petitioner do not have I.T.I. (Draftsman Civil) and the certificate obtained by him is from the State of Karnataka. Even assuming that petitioner possesses equivalent qualification, but the notification does not allow recognition of equivalent qualification. Thus, either way, petitioner is not qualified, as required by the notification.

Thus, rejection of the candidature of the petitioner to the post of Technical Assistant (Tracer) by the respondent, cannot be held illegal. Therefore, the writ petition is dismissed.
