The prayer of the petitioner in this case reads as under: 'For the reasons stated in the accompanying affidavit, the petitioner pray the Hon'ble Court may be pleased to issue an order or direction more particularly one in the nature of Writ of Mandamus declaring the action of the 2nd respondent in kept pending the Inam appeal filed by the petitioner in file No F1/3299/2016 as filed by the petitioner as against the revised ORC granted by the RDO Hyderabad East Division in file No J/1716/2005, dated 18-06-2005 by revising the ORC granted in favour of Y. Durga Reddy in respect of the land in Sy.No.553 and 554, admeasuring Ac.

5-29 guntas at Nadergul village, Balapur Mandal, though the said revised ORC granted as against dead person and also without any notice and opportunity to the petitioner though she purchased the said land by registered sale deed dated 22.07.1982, as illegal, unlawful and contrary to law and consequently direct the 2nd respondent to dispose of the appeal along with its connected appeals by specifying certain period for such disposal and pass such other order or orders which are necessary in the interest of justice.' In the light of the order proposed to be passed by this Court without going into the merits of the matter, it would not be necessary to put the third respondent on notice or afford her an opportunity of hearing.

Perusal of the record reflects that the petitioner filed an appeal as long back as in the year 2016 and it was taken on file by the Joint Collector-I, Ranga Reddy District, as Appeal No.F1/3299 of 2016. It is not open to a statutory authority vested with quasi-judicial powers to entertain an appeal provided under the statute and fail to dispose of the same expeditiously as valuable property rights of the parties would be at stake in such proceedings.

The writ petition is accordingly disposed of directing the Joint Collector-I, Ranga Reddy District, to dispose of the appeal bearing No.F1/3299 of 2016, after hearing all parties concerned, expeditiously and in any event, not later than three months from the date of receipt of a copy of this order.
