Both the learned counsel submit that the issue raised in this writ petition is squarely covered by the order of this Court in W.P.No.26163 of 2015 dated 23.04.2018.

Therefore, for the reasons alike, this writ petition is allowed and the impugned proceedings dated 14.02.2019 are set aside. There shall be no order as to costs.
