Radhakrishnan) It is submitted by the learned counsel for the appellant that the issue raised in this writ appeal is covered by the judgment in W.A. No.740 of 2017 dated 03.08.2018. We follow the said judgment and accordingly the order impugned herein is vacated. The Writ Appeal is ordered accordingly. There shall be no order as to costs.

As a sequel thereto, Miscellaneous Applications, if any, pending in the Writ Appeal stand closed.
