This Court issued an interim direction to the respondents to consider the representation of the petitioner dated 02-9-2014 whereunder he sought to receive the concerned certificate as per Rules and pass appropriate orders within a period of six weeks. Thereafter, the respondents passed an order dated 16-4-2015 rejecting the application of the petitioner

on the ground that he does not fulfill the eligibility criteria.

2. The learned counsel appearing for the petitioner submits that the petitioner fulfills the eligibility criteria. The said question cannot be examined in a contempt case.

3. Since this Court is of the considered view that there is no willful or deliberate disobedience on the part of the respondents, therefore, the contempt case is dismissed at the stage of admission.
