Heard learned counsel for petitioner, learned Government pleader for Home for respondents, 1, 2, 6 to 9 and learned Government Pleader for Revenue for respondents 3 to 5. 2.
The Hindu Jana Jagriti Samiti, Karimnagar-petitioner herein applied to the Revenue Divisional Officer, Karimnagar, to accord permission to utilize the Arts College grounds in Karimnagar town to hold public meeting on 02.03.2019 for one day on payment of usual charges.

The Revenue Divisional Officer, vide his proceedings dated 14.02.2019 granted permission for conducting meeting.
Thereafter, petitioner also applied to the Commissioner of Police, Karimnagar to grant permission. Accordingly, the Commissioner of Police granted permission on 22.02.2019 permitting to hold public meeting by prescribing time and stipulating conditions to be observed in conducting the meeting. This writ petition is filed contending that inspite of permission granted to them, the respondents are threatening to cancel the permission granted and to deny holding of meeting.

According to learned counsel for petitioner, elaborate arrangements are made consequent to obtaining permission and at this stage if permission is cancelled grave prejudice would be caused to the petitioner.

On instructions, learned Government Pleader, submits that when petitioner submitted application on 16.02.2019, he clearly stated that the meeting would be held between 5.00 p.m., to 8.00 p.m., and expected gathering between 2000 to 2500 in the meeting and it is intended specifically for propagating spiritual aspects by Brahmasri Puranam Maheswara Sharma and Hindu Jana Jagriti National Spokesmen. In view of the same, permission was granted. But later police came to know that political leaders are also involved and having regard to the background of the political leaders, they apprehend law and order problem. Accordingly, notice was issued on 27.02.2019 informing the petitioner that they have violated the terms of requisition made and why the permission should not be cancelled.

Learned Government Pleader also points out that petitioner has released pamphlets which clearly show provocative nature of the terms used therein and having regard to the present context police apprehends law and order problem affecting communal harmony. Therefore, they sought to cancel the permission granted and denying the petitioner to hold meeting.

On instructions, learned counsel for the petitioner clearly submits that having regard to the requisition made on 16.02.2019, the scheduled meeting will confine only to the spiritual activity by Brahmasri Puranam Maheswara Sharma and there will not be any political speech on that day and the Member of Legislative Assembly who was supposed to participate will not participate in the meeting.

Having regard to this statement, learned Government Pleader, on instructions, fairly submits that police have no objection for conducting meeting by the petitioner on 02.03.2019 as originally proposed, with same terms as per their requisition made and without the presence of Member of Legislative Assembly and confining themselves to religious discourses. 9.
Having regard to the above submissions, the Writ Petition is disposed of. Pending miscellaneous petitions, if any, shall stand closed.
