The grievance of the petitioners is that the Joint Collector, Mahabubabad District, having received their revision filed under Section 4 (B) of the Telangana Assigned Lands (Prohibition of Transfers) Act, 1977, has not passed any final orders on the said revision or the stay application filed therein.

Perusal of the record reflects that the Joint Collector, Mahabubabad District, received the subject revision petition filed by the petitioners in September, 2018 and numbered the same as Revision Petition No.E1/1503 of 2018. The petitioners also filed an interlocutory application therein seeking stay of further proceedings pursuant to the order dated 06.06.2018, which was under challenge in the said revision. It is not open to a statutory revisionary authority to remain somnolent upon the case filed before it. The very purpose of putting in place a hierarchy of statutory remedies would be rendered futile in the event the authorities concerned fail to discharge their quasi-judicial functions promptly. Valuable property rights of the parties would be at stake in such cases and the delay on the part of the authorities cannot be permitted to adversely affect the same.

The Writ Petition is accordingly disposed of directing the Joint Collector, Mahabubabad District, to either take up the main revision petition itself for hearing, if possible, or in the alternative to take up the interlocutory application filed therein for interim relief and pass appropriate orders thereon in accordance with law, after hearing both sides. The Joint Collector, Mahabubabad District, shall do the needful as

set out supra expeditiously and in any event, not later than four weeks from the date of receipt of a copy of this order, be it from whatever source.

Pending Miscellaneous Petitions, if any, shall stand closed. No order as to costs.
