The prayer of the petitioner in this case reads as under: "For the reasons stated in the accompanying affidavit, it is hereby prayed that this Hon'ble Court may be pleased to issue writ or direction more particularly one in the nature of writ of mandamus declaring the action of Respondent no 3 and 4 in not issuing the New pattedar pass book and first instalment cheque to the petitioner in respect of land admeasuring Ac.1.28 guntas in Sy.No.99 of Makkerajpet Village Chegunta Mandal Medak District as illegal arbitrary and violative of Articles 21 and 300A of Constitution of India and consequently direct the respondent Nos.3 and 4 to issue the New Pattedar Pass book and first instalment cheque to the petitioner in respect of land admeasuring Ac.1.28 guntas in Sy.No.99 of Makkerajpet Village Chegunta Mandal Medak District and be pleased to pass such other relief or reliefs as this Honble Court deems fit and proper in the circumstances of the case."

Perusal of the record reflects that the petitioner was issued a regular pattadar passbook in relation to the subject land under the provisions of the Telangana Rights in Land and Pattadar Passbooks Act, 1971, (for brevity 'the Act of 1971'). That being so, he would be entitled to issuance of a new pattadar passbook in terms of the policy of the Government of Telangana. The petitioner's representation dated 21.5.2018 made in this regard was duly received by the office of the Tahasildar, Chegunta Mandal, Medak District, but it appears that no action has been taken thereupon.

It is not open to the Tahsildar concerned to remain somnolent in a matter of this nature when such delay would have the effect of denying the petitioner the benefit of the Government's welfare scheme. The Writ Petition is accordingly disposed of directing the Tahsildar, Chegunta Mandal, Medak District, to take appropriate action on the petitioner's representation dated 21.5.2018 expeditiously and in any event, not later than four weeks from the date of receipt of a copy of this order, be it from whatever source.

Pending Miscellaneous Petitions, if any, shall stand closed. No order as to costs.
