Heard the learned counsel for the petitioners; the learned counsel for the 1st respondent and the learned Government Pleader for Social Welfare for respondent No.2. With their consent, the present writ petition is disposed of at the admission stage itself. 2.

The Writ Petition, under Article 226 of the Constitution of India, came to be filed with the following relief: "...to issue an appropriate writ, direction or order, more particularly one in the nature of Writ of Mandamus, declaring the inaction of Respondent No.1 in framing its Memorandum of Association, Rules and Regulations and Bye-Laws in accordance to GO Ms No.49, TW(Edn-2), Dept, Dt: 16-05-2014, as illegal and arbitrary and it is further consequentially Prayed that this Honourable High Court may be pleased to direct the Respondent No.1 to forthwith frame its Memorandum of Association, Rules and Regulations and Bye-Laws by duly taking into confidence the representatives of the Teaching and Non-Teaching Staff by resorting to the law of communication of the said bye-laws, rules and regulations to all the stake holders of the Respondent No.1 Gurukulam."

Though various grounds are raised in the writ petition, learned counsel for the petitioners restricts his prayer for implementation of G.O.Ms.No.49, dated 16.05.2014, at the earliest. 4.

The same is not seriously disputed by the learned counsel for the 1st respondent.

Having regard to the above, the Writ Petition is disposed of directing the 1st respondent to implement the G.O.Ms.No.49, dated 16.05.2014, in accordance with law, as early as possible preferably within a period of six (06) weeks from today. Consequently, Miscellaneous Petitions, if any, pending in this Writ Petition shall stand closed. There shall be no order as to costs. _______________________ JUSTI CE C.
