The prayer of the petitioner in this case reads as under: "For the reasons stated in the accompanying affidavit, it is hereby prayed that this Hon'ble Court may be pleased to issue writ or direction more particularly one in the nature of writ of mandamus declaring the inaction of the Respondents more particularly Respondent No 4 in issuing the fresh Pattadar Passbooks by rectifying the entries in the Pahanis by considering the representations of the Petitioner in respect of land admeasuring Ac1 06 in Sy No 724 AA Harshaguda Village Mankhal Revenue Village Maheswaram Mandal Ranga Reddy District as illegal arbitrary unjust and violative of Article 14 of Constitution of India and consequently direct the Respondents to issue fresh passbooks to the Petitioner in respect of land admeasuring Ac1 06 in Sy No 724 AA Harshaguda Village Mankhal Revenue Village Maheswaram Mandal Ranga Reddy District by rectifying the entries in the pahanis from 200708 onwards and pass such other relief or reliefs as this Hon'ble court deems fit and proper in the circumstances of the case."
Perusal of the record reflects that the name of the petitioner was mutated in the revenue records in relation to the subject extent of Ac.1-06 guntas in Sy.No.724 of Harshaguda Village, Mankhal Revenue Village, Maheswaram Mandal, Ranga Reddy District. Her grievance is that though a regular pattadar passbook and title deed were issued to her under the provisions of the Telangana Rights in Land and Pattadar Passbooks Act, 1971, (for brevity 'the Act of 1971'), she has not been issued the new pattadar passbook and the relevant online records do not indicate her name in respect of the subject extent of land.
The petitioner seems to have made a series of applications, the last of which is dated 01.02.2019, to the revenue authorities. The endorsement made thereon bears out that the office of the Tahsildar, Maheswaram Mandal, received it on the very same day. Having received such an application, it is not open to the revenue authorities to remain somnolent. The documentary evidence placed on record by the petitioner bears out that she was recognized as the pattadar of the subject land earlier by the revenue authorities.
That being so, the Writ Petition is disposed of directing the Tahsildar, Maheswaram Mandal, Ranga Reddy District, the 4th respondent herein, to take appropriate action upon the petitioner's representations, the last of which is dated 01.02.2019, expeditiously and in any event, not later than four weeks from the date of receipt of a copy of this order, be it from whatever source.
Pending Miscellaneous Petitions, if any, shall stand closed. No order as to costs.
