O R D E R

Heard Sri R. Raghunandan Rao, learned senior counsel representing Sri Thoom Srinivas, learned counsel for the petitioner, Sri A. Abhishek Reddy, learned standing counsel for the Telangana State Council for Higher Education, and Sri Praveen Kumar Veerajala, learned standing counsel for the third respondent university. The prayer of the petitioner college in this case is as under: 'It is therefore prayed that this Hon'ble court may be pleased to issue direction more in the nature of Writ of Mandamus declaring the action of Respondent No. 2 in not granting ratification to the Petitioner college pursuant to the Letter dated 21.01.

2016 as illegal, arbitrary, highhanded and violative of Article 14 and 19 of Constitution of India and consequently direct the 2nd Respondent to grant ratification to the Petitioner college forthwith and pass such other order or orders as this Hon''ble court deem fit and proper in the circumstances of the case.' By the letter dated 21.01.2016, the petitioner college sought ratification of the spot admissions said to have been made by it for the academic year 2015-2016. As the Telangana State Council for Higher Education is yet to take a decision upon the petitioner college's representation dated 21.01.2016, this Court sees no reason to entertain this writ petition for the purpose of adjudicating it on merits. However, it is brought to the notice of this Court that examinations are scheduled to commence from 19.03.2016.

That being so, the writ petition is disposed of directing the Telangana State Council for Higher Education to consider the petitioner college's representation dated 21.01.2016 in accordance with law forthwith and in any event, not later than two days from today, and pass appropriate orders thereon. In the event the petitioner college's request for ratification is rejected, the reasons therefor shall be recorded and duly

communicated to it immediately. Pending miscellaneous petitions shall stand closed. No order as to costs.
