The grievance of the petitioner is that the Joint Collector, YadadriBhongir District, is not disposing of the revision filed by him under Section 9 of the Telangana Rights in Land and Pattadar Pass Books Act, 1971. Perusal of the record reflects that the said revision was filed by some third parties and the petitioner herein figures as the first respondent therein. This revision was taken on file by the Joint Collector, Nalgonda, as Revision No.F2/3037 of 2016.

Sri M.Shanker, learned counsel for the petitioner, would inform this Court that the erstwhile Joint Collector who heard the case on merits reserved it for orders but he was thereafter transferred. It is not open to the statutory authorities to keep a revision filed before them pending indefinitely, be it for whatever reason. Every such authority must strive to complete the adjudication promptly so that routine transfers do not have the effect of rendering the hierarchy of remedies provided under the statute superfluous. The revision, in the case on hand, was filed as long back as in the year 2016. That being so, the revisionary authority cannot delay dealing with the said case any longer.

Valuable property rights of the parties would be at stake and the same cannot be negated owing to the delay on the part of the statutory quasi-judicial authorities in resolving cases. The writ petition is accordingly disposed of directing the Joint Collector, Yadadri-Bhongir District, to take up the pending revision bearing No.

expeditiously and in any event, not later than eight weeks from the date of receipt of a copy of this order, be it from whatever source.
