Mr.Narayana Rao after arguing the writ petition for sometime, restricts the prayer to direct the respondents to pass final orders on notice dated 19.11.2016.
I have perused the record. Since the prayer is restricted to inaction, to meet the ends of justice and to give finality to a pending issue, the Court directs the 2nd respondent to take final decision on notice and communicate to petitioner within four weeks from the date of receipt of a copy of this order. The petitioner is given liberty to place the order of this Court by way of memo, if so advised, by raising additional grounds, if any, available in this behalf. This Court has not considered the issue on merits. It is for 2nd respondent to consider merits of law and fact and pass orders.
The writ petition is disposed of accordingly. No order as to costs.
