Chelameswar,J) The writ petition is filed with a prayer as follows: "For the reasons stated in the accompanying affidavit, it is prayed that this Hon'ble Court may be pleased to issue a Writ, Order or Direction(s) essentially in the nature of Writ of Mandamus to declare the impugned memo IS/4902/Estt./1/97-5, dated 11-5.1998 of the 1st respondent as highly illegal, arbitrary, unjust, improper and violative of the principles of natural justice and set aside the same and to consequently direct the respondents to retain the

petitioner as Work Inspector under the control of the 2nd respondent with all consequential benefits and pass such other order or orders as are deemed fit and proper in the circumstances of the case." Challenging the memo dated 11.5.1998 of the 1st respondent, the petitioner approached the A.P. Administrative Tribunal in O.A. No.8165 of 1998. The Tribunal by its order dated 12.11.2003 dismissed the O.A. The present writ petition is filed on 31.1.2005, more than a year after dismissal of the said O.A. No explanation whatsoever is given for the delayed approach to this Court. In our view, the writ petition is barred by laches. The writ petition is accordingly dismissed at the admission stage.
