When the matter is taken up for consideration, it is submitted by the learned counsel appearing for the petitioner and admitted to by the learned Standing Counsel appearing for the respondents that the subject matter of the present Writ Petition is squarely covered by the common judgment passed by this Court in W.A.No.1673 of 2005 and W.P.No.12223 of 1999, dated 20.10.2011.

In view of the same, the Writ Petition is dismissed. No order as to costs. Miscellaneous petitions, if any, pending shall stand closed.
