The prayer of the petitioner in this case reads as under: "For the reasons stated in the accompanying affidavit, it is hereby prayed that this Hon'ble Court may be pleased to issue writ or direction more particularly one in the nature of writ of Mandamus declaring the action of the respondents in not issuing Electronic Pattadar Passbook cum Title Deed and not extending benefit under Rythu Bandhu Scheme in respect of the land in Sy No 188/A2 admeasuring Ac 227 gts situated Anantharam Village to the petitioner is illegal arbitrary and contrary to the provisions of the Telangana Rights in Land and Pattadar Passbooks Act 1971 and consequently direct the Respondents to consider the Representation dt 18022019 made by the Petitioner and issue Electronic Pattadar Passbook cum title deed to the petitioner in respect of land in Sy No 188/A2 admeasuring Ac 227 gts situated Anantharam Village Mahabubabad Mandal and District and pass such other relief or reliefs as this Honble Court deems fit and proper in the circumstances of the case."

Perusal of the record reflects that the petitioner has been issued a regular pattadar pass book under the provisions of the Telangana Rights in Land and Pattadar Pass Books Act, 1971. Her grievance is that she has not been issued the new pattadar pass book which would entitle her to avail the benefit of the Government's welfare scheme. The petitioner already made a representation in this regard to the District Collector and the grievance receipt issued by the office of the District Collector, Mahabubabad District, reflects that it was received on 18.02.2019. However, it is the Tahsildar, Mahabubabad Mandal, Mahabubabad District, who is the appropriate authority to take action. There is no indication of the petitioner having submitted any application or representation to the Tahsildar concerned in relation to her grievance.

The Writ Petition is accordingly disposed of permitting the petitioner to make a written representation to the Tahsildar, Mahabubabad Mandal, Mahabubabad District, seeking issuance of a new pattadar pass book in relation to the subject land on the strength of the existing pattadar pass book and title deed already issued to her. Upon receipt of such an application, the Tahsildar, Mahabubabad Mandal, Mahabubabad District, shall take

appropriate action thereon expeditiously and in any event, not later than four weeks from the date of receipt of such application. Pending Miscellaneous Petitions, if any, shall stand closed. No order as to costs.
