This writ petition is filed for the following relief: "...to issue a writ, order or direction more in the nature of mandamus declaring the action of the respondents in not releasing the increments and Revised pay scales and other attendant benefits due to the petitioner on the untenable ground that the 4th respondent has not handed over the Service Book and Qualification Certificates of the petitioner as illegal, arbitrary, discriminatory, unjust and violative of articles 14, 16 and 21 of the constitution and opposed to all canons of equity, justice and fair play and consequently hold that the petitioner is entitled for releasing the increments and Revised Pay Scales and other attendant benefits."

On 17.9.2016 the case was adjourned at the request of the learned counsel for both parties. Today, at the hearing, there is no representation for the petitioner.
