reading of the impugned order dated 20-07-2007 goes to show that the petitioner was not issued any notice and even the counter also does not reflect that any notice was issued to the petitioner before passing the impugned order.

Without going into the merits of the case, the impugned order is set aside on the ground of violation of principles of natural justice. However, this will not preclude the competent authority from initiating appropriate action in accordance with law after issuing notice to the petitioner.

Accordingly, this writ petition is allowed. As a sequel to the disposal of this petition, miscellaneous petitions, if any, pending shall stand closed.
