HIGH COURT OF JUDICATURE AT HYDERABAD FOR THE STATE OF TELANGANA AND THE STATE OF ANDHRA PRADESH PRESENT THE HON'BLE THE CHIEF JUSTICE SRI KALYAN JYOTI SENGUPTA AND THE HON'BLE SRI JUSTICE SANJAY KUMAR WRIT PETITION NO.9966 OF 2015 DATED:27.04.2015 Between:

Sri Vanam Ramesh.

...Petitioner.

And The State of Telangana, Department of Higher Education, represented by its Secretary, Hyderabad and others. ... Respondents.

THE HON'BLE THE CHIEF JUSTICE SRI KALYAN JYOTI SENGUPTA AND THE HON'BLE SRI JUSTICE SANJAY KUMAR WRIT PETITION NO.9966 OF 2015 ORDER: (per the Hon'ble The Chief Justice Sri Kalyan Jyoti Sengupta) This writ petition was originally filed before the Single Judge. But the learned Single Judge was of the view that it is a public interest litigation and placed the matter before this Court. It appears, the allegation of the petitioner is that despite making a complaint by him against the 5th respondent - College as to its illegality and irregularity in its running, the official respondents have not taken any steps. According to us, this cannot be a public interest litigation. At the most, it would be an individual litigation either in a group or single. The petitioner does not come within that group. He is a reporter and he has not stated that his son or daughter or ward is a student of the institution. Therefore, he has no locus to bring any action on this issue.

The writ petition is accordingly dismissed.

Pending miscellaneous petitions, if any, shall stand closed. There will be no order as to costs.
