Learned counsel for petitioners, having regard to passage of time and expecting changed circumstances, requests the Court to permit the writ petitioners to withdraw the writ petition with liberty to file a writ with appropriate prayer.

The writ petition is, accordingly, dismissed by granting the liberty as prayer for. There shall be no order as to costs. Consequently, pending miscellaneous petitions, if any, stand closed.
