THE HON'BLE SRI JUSTI CE SANJAY KUMAR WRI T PETI TI ON No.6351 of 2019 ORDER:

The prayer of the petitioners in this case reads as under: 'For the reasons stated in the accompanying affidavit, it is prayed that this Hon'ble High Court be pleased to issue a Writ, Order or direction more in the nature of Mandamus declaring the action of Joint Collector, Jayashanakar Bhupalpalli Now Mulugu District in not disposing the revision in RC.No.E/283/2018 dated nil against the orders passed by the Sub-Collector in appeal No.1690/2014 dated 20.11.2018 is illegal, arbitrary under Article 19, 21, 300A of Constitution of India, consequently direct the Joint Collector, Mulugu for disposal of revision forthwith and pass such other order or orders as this Hon'ble Court deems fit and proper in the circumstances of the case.'

Perusal of the record reflects that the Joint Collector, Jayashankar Bhupalpally District, took on file the revision filed by the petitioners under Section 9 of the Telangana Rights in Land and Pattadar Pass Books Act, 1971, in Case No.E/283/2018. It appears that the revisionary authority issued notices in the said revision to the parties on several dates, the last being the notice dated 07.08.2018. The grievance of the petitioners is that the revision is kept pending though it was filed as long back as in January, 2018.

It is not open to a statutory authority to delay the discharge of quasi-judicial junctions in relation to a revision filed before it in terms of the statutory provisions. Valuable property rights of the parties would be at stake and such delay would invariably impact the same adversely. The writ petition is accordingly disposed of directing the Joint Collector, Jayashankar Bhupalpally District, to dispose of the petitioners' revision in Case No.E/283/2018 on merits and in accordance with law

after giving due opportunity of hearing to all parties concerned expeditiously and in any event, not later than three months from the date of receipt of a copy of this order, be it from whatever source.
