This petition has been filed by the petitioner seeking permission of this Court to withdraw the writ petition with liberty to approach this Court in case the second respondent fails to award Ph.D to the petitioner.

In view of the above, the writ petition is accordingly dismissed as withdrawn with the liberty sought for. As a sequel, the miscellaneous applications, if any, shall stand closed. There shall be no order as to costs.
