Heard learned counsel for petitioner and learned Assistant Government Pieader for Revenue.

Petitioner claims to have purchased Ac.4.00 guntas in Survey No. 374, Thangallapalli vi11age, Koheda mandal, Siddipet district by way of registered sale deed dated 25.5.2009. Based on the said sale transaction, petitioner applied for mutation and accordingly orders of mutation were passed on 17 .7 .2012. Petitioner was also issued with pattadar pass books and title deeds. The limited grievance of the petitioner in the present writ petition is against not issuing new pattadar pass books in spite of several requests made for a long time. The representations submitted by the petitioner to various authorities are filed in the writ petition paper book. Aileging inaction, this writ petition is filed.

The representations submitted by petitioner are filed as Ex.Pl and P2; pattadar pass book issued to petitioner earlier is l fi1ed as Ex.P3 (page 16) and proceedings of the Tahsildar mutating the name of the petitioner is fi1ed as Ex.P4 (page 20). Act9 of 2O2O does not envisage procedure to deal with the grievances of this nature. In order to redress the grievances of this nature, The Chief Commissioner issued Circular No. 1 of 2021 dated 15.1.2021 authorising the District Collectors to redress the grievances ol the individuals on various aspects of entries in revenue records and

issuance of pattadar pass books. Clause U' of the circular deals with 'any other land matters'. Since grievance of the petitioner is against not issuing new pattadar pass books, even though his name is mutated and pattadar pass books were issued to him earlier, petitioner is granted liberty to make application through online web portai Dharani updating all the relevant documents. On receipt of the application, the second respondent District Collector is directed to consider the claim of the petitioner and if the revenue records reflect the name of the petitioner but erroneously new pass books were not issued, steps should be taken to issue new pattadar pass books to petitioner immediately.

If for any reason, District Collector is not accepting the request of the petitioner for issuance of pattadar pass books, he shall assign reasons in support of his decision and communicate the same to the petitioner. The entire exercise shall be completed within six weeks from the date of receipt of application. Writ petition is disposed of. No costs. Miscellaneous petitions, if any pending, are closed.
