When the matter is taken up, a request is made by the learned counsel to permit the petitioner to make an application before the second respondent for release of the vehicle. 2.

Accordingly, the writ petition is disposed of keeping it open for the petitioner to submit proper application before the second respondent for redressal of his grievance, within a period of one week from the date of receipt of a copy of this order. If any such application is submitted, the same be considered by the respondents strictly in accordance with law, within a period of three weeks thereafter.
