His statement is placed on record.

In view of the above, the Writ Petition is disposed of keeping it open to the writ petitioner to submit his representation for redressal of his grievance to the respondents herein for their consideration and the respondents are directed to dispose of the said representation, if submitted, strictly in accordance with law.
