This writ petition was filed for the following relief: "to issue a writ, order or direction more particularly one in the nature of Writ of Mandamus declaring the G.O.Ms.No.114 Higher Education, (C.E.III.2), Dept. dt. 09.08.2000 to the extent of Para 3 condition No.I (ii) as bad ultra-vires as the same is contrary to Sec.20 of the Education Act, 1982 and the A.P.Educational Institutions (Establishment, Recognition, Administration & Control of Institutions of Higher Education) Rules, 1987 and also offends Art.14, 19(1)(g) and 21 of Constitution of India and quash the same and consequently set aside the notification of the second respondent vide Rc.No.18/E23/2012-13 dt.06.01.2012 which is pursuance of G.O.Ms.No.114 Higher Education (C.E.III.2) Dept. dt.09.08.2000" In view of the lapse of time and consequent to bifurcation of the State, the relief sought for in the present writ petition does not survive for consideration. However, it is open to the petitioner to apply as per new policy of the Government, if the petitioner is so advised.

Accordingly, this Writ Petition is dismissed as infructuous. No order as to costs.

Miscellaneous Petitions, if any, pending in this Writ Petition shall stand closed.
